Can stronger local government improve services and accountability while preserving national unity?

Context

Local communities understand many of their service and development needs better than distant central institutions. Carefully designed administrative decentralization can bring decisions closer to citizens, improve responsiveness, and make spending easier to scrutinize. It must include equitable financing, national standards, capable local institutions, and safeguards against reproducing patronage at the local level.
